Coinbase Quantum Advisory Council published a new report on post-quantum migration and abandoned coins. The question sounds technical, but it is really political: what should happen to coins that remain on old vulnerable addresses and are never migrated by their owners.

The report does not push one answer, but it shows the conflict. If vulnerable assets are frozen or burned, ownership immutability is weakened. If nothing is done, future quantum risk may threaten old addresses.

This is not a panic signal for today. It is a signal that Bitcoin and other networks need governance discussions before the threat becomes practical.
